The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

whenever i try to start the game it puts me in regular story mode, i have some of the misc mods i've installed but i can just play as the singelplayer characters and its all just messed up, even though i reinstalled literally everything.

You should add where you have the game from, Epic or Steam?
In Epic, i have found that there must be some minutes between activating hooking, and pressing any key in game.
The black screen must be replaced with a bleak greenish image, then you can press ESC.
The game will go into pause-mode (showing map)
Leave it for 30 secds
Press ESC

Game changes back to the greenish image, but in right low corner it will show loading LSPDFR
Then, when your avatar changes, you are good to go.

i play gta using epic games, altough i do not get any black screen or anything i just get into normal story mode (with the console but reloading the mods doesnt help)

I fixed it by going into the esc menu, pressing lspdfr and ''switch characters'' then i could make a character and go on duty
