The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

You are 100% Correct!
Native LSPDFR is handling arrests very poorly. The reason is that improving core-functions like that simply is being ignored!
The reason for that,  is that others have made plugins that you ALSO need to install, that improves the chocking bad native performance.
In case on arresting it is the (in)famous plugin "Stop-the-ped" (STP) that only is available from a dodgy site, that redirect you to porn and other type of crap.
Because of the existence of STP, noone looks at the seriously bad native functionality in arresting purps.
..So the most important gameplay behaviour in the native-game is not addressed.
Btw ..peeps hate me for stating/ ranting this.
Besides that..
It seams that stepping slowly forward in a 45 dg angle to a ped/ purp, gives the highest probability for activation of the Q/E arrest-sequence. Success depends on less than one step so you often have to step forth and back several times before the native-game-code reacts and open the Q/E-dialogue.
It is very much T/A. -It should not be like that!
If i had the files in C# it should be very simple to increase the response-'area'.

I've actually also noticed this, and I don't think it can be avoided. I find this happens pretty rarely too. I'd suggest using the following:

I'd highly recommend this plugin, and all of the others by Bejoijo because they really help in terms of realism. His plugins replace the native LSPDFR functions and such with much better, and more detailed ones. Also, as the above states, this is not a dodgy site. Just ignore that.
