I'm sorry if this has been asked before. How or what do I need to increase more traffic stops that the perp pulls a gun? I've stopped people that had guns, warrants or criminals and none of them ever pulls a gun or pulls off when I get out. 

Is this a script I need to download?

Sorry for the late responce, try StopThePed by bejoijo, in the ini file there is

// Set the probability (0-100%) of a vehicle driver refuse to exit the vehicle (during traffic stop)
DriverRefuseToExitProbability=10

// The probability percentage (0-100) of the pulled over driver going to resistance
PulledOverResistanceProbability=8
// The probability percentage (0-100) of the pulled over driver will attack player instead of fleeing when they resist (determined by "PulledOverResistanceProbability" parameter)
PulledOverAttackProbability=40

this line in it, can change thoes to a higher number if u want
