when I press E it only opens back door of a car it doesn't arrest anyone and when I restarted plugins it crashed

    You are correct, E opens the back door. To put someone into your car, you have to grab them, then walk up the back door of your car; A message will automatically pop up (Assuming you have StopThePed ofc).
