As the title reads, I can not scroll down in the Police Locker, Components Menu (Clothing in the apartments), or Backup Menu (However, UB takes care of that for me) using the arrow keys.

I googled this prior to posting this in forums and noticed some peoples posts were not even acknowledged, although they were 2-3 years ago. 

I am hoping there is some kind of tweak or fix for this.

Would figure, looks like a pretty rare occurrence. Part of the unfortunate few.

I'm experiencing the same issue, just did a fresh install of GTA and LSPDFR, the menu's to select uniform, vehicle's, and any interactions while on patrol do no allow you to use the arrow keys to move through the menus. I've uninstalled the game and reinstalled LSPDFR a few times and it keeps producing the same issue. I'm able to create a character at the start of using LSPDFR with the use of the arrows, but as soon as you're on duty, the arrow keys no longer work in any of the menus.

In my game (clean install) the keys to scroll and select seem to have been changed to U, I and O. I have no idea why this is, maybe try this and see if it works?
