Headlights bug or Limitation of GTA V?

Hi forums,

I have sort of a weird issue i need answers on, when i'm sitting in my car and i pull over someone i usually turn on the high-beams (spotlights) to light them up

but as soon as i get out the car the spotlights turn off (well the spotlights stay on but the cast they produce isnt there anymore)

is there a way to fix this?
