If you are using EUP, go to lspdfr - data - custom - outfits_lspd_eup

 

Find this line and set it to zero: 

                    <!--decl-->
                    <Component id="10" drawable="0" texture="0" />

 

Repeat this step for all the other uniforms if necessary.

The component you need to change is "decl" which is the rank path on the uniform. I'm still using EUP 8.1, so it is ID 10 for me; I'd assume it is the same ID according to the trainer.

You said you don't use the Customs folder but when you install the EUP configurations and that is what it looks like you have then it automatically installs that outfits_lspd_eup in the customs folder.  Maybe if it is installed wrong then it is taking the outfits from lspdfr in the lspdfr folder>data folder> then outfits.xml.  This is how my customs folder looks and all those eup outfits were put in automatically when I install EUP Configs.

^ According to your screenshot above, you did not install EUP properly. 

 

Download EUP again, go through each folder carefully, and install all the necessary files.

 

Regardless of the EUP version, the installation steps are identical; whether you got it for free on LCPDFR or paid on author's Patreon.

I have reinstalled EUP Law&Order. There was nothing in custom folder. Then I have installed EUP Basic Configurations, which added files to custom folder. After that I edited outfit_lspd_eup.xml and opened the game. It didn't work(for my character, for NPCs it worked). (I have EUP Menu, EUP Law & Order, EUP Basic Configurations)

By editing the .xml file in the "custom" folder, it should affect both your character's appearance and the AI officers.

 

If somehow it only worked for the AI officers, you can manually modify your outfit ay any police station: Go on duty, select an outfit, then select the "advanced" option. Unfortunately you will have to do this every time when you're on duty.
