Make an anti-virus exception for RagePluginHook. 

 

You could also try running it as an Administrator. 🙂

add your whole gta folder as an exception in antivirus.

Try going to the rage plugin hook file

right click it

select properties

click the security tab

where it says to change permissions click edit, click the edit button

click each group or user in the list and go down to full control and select allow for each one

then launch rage plugin hook normally, and it should work.
