    Stop The Ped does allow you to do this.
    It was added in a recent update.
     
    All you have to do is enable a traffic restriction (slowed or stopped) approach a car and double tap the default STP key. This will create a traffic stop on foot. 🙂

    Have you tried reinstalling ELS? I suggest giving that a try.

    Also to add...
     
    You have some outdated plugins, many created by Albo who is a retired plugin developer. Most of his modifications are now considered unstable and should be removed.
     
    Plugins To Remove
    - Arrest Manager
    - LSPDFR+
    - Traffic Policer
    - HWYCallouts (not by albo)
     
    There's many updated plugins that replace these features, I strongly suggest Bejoijo and Opus's plugins.
