Rename you rmods folder to _mods and retry.

gta launch's but any mods installed don't work

This means the issue resides in your mods folder. I'd confirm you have a custom gameconfig, heap & packfile adjuster installed, and if so you have most likely made an error.

Initially, you should try reverting your recent changes. However, if this still doesn't fix the issue, you'll need to make a new mods folder.

the thing a new mods folder doesn't load them and the old one crashes the game the most recent change was a new plugin but even after removing it nothing changed

i even reinstalled gta and lspdfr but nothing happened

Well that's another issue.

Could you provide more detail? What have you tried installating...where...etc.

i installed the code red callout plugin so i drag and drop it into the main directory and it worked fine the next day the issue started with lspdfr not launching by it self using RPH so i had to use F4 and reloadallplugins to launch lspdfr and then it didn't work anymore and now it works still need to launch it manually but the mods don't work

That's a plugin, not a mod.

When we are talking about your mods folder, we are not talking about plugins.

Code Red Callouts is also old & outdated. You shouldn't use it.

Let's take one step at a time.

What are you having issues with now?
