The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

it looks like you have to much hooks in settings, you cannot run ragepluzginhook with directx 10, 10.1 and 11.

 

Command line option "DX10" is specified twice. Please remove one.
Command line option "DX10_1" is specified twice. Please remove one.
Command line option "DX11" is specified twice. Please remove one.

 

Right here are the settings.

    remove the dinput8.dll file from your game directory.

    and Clear the commandline.txt file found in your main Grand Theft Auto directory open the file and delete everything inside then add "-windowed"
