The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I just installed a few non-els vehicles. I added them to ultimate backup, but their vehicle extras are not spawning at all. is there a way to randomize the vehicle extras without having to do it one by one?

edit the vehicle's vehicle.meta section. 
in the flags section add the flag "FLAG_EXTRAS_ALL"
