So I reinstalled everything to trying to get windows live to work, I always get that theres a thing thats disabled that needed to be inabled to work and it tells me to do this

 

"Click Start, Click Run, Type Services.msc in the open box, and then click ok. In the Name list, locate and then double-click background intelligent transfer service, Make sure the startup type is automatic"

 

Well Intelligent transfer service is not in there, I looked for it acouple of times... Help?? I think this is my issue
