Exception Access Violation

After updating and re-doing my mods folder after ERROR_GEN_ZLIB2, testing without any other add-on vehicles has also worked fine until adding an addon vehicle and modifying the dlclist.xml for said addon vehicles and now crashes during the loading screen, Log will be attached below

I installed the following: https://www.gta5-mods.com/misc/gta-5-gameconfig-300-cars and utilized the 4x traffic config it includes

If you are using the up-to-date version that should work as intended. 

To confirm, any addon you install results in crashes?

It is not limited to any pack in particular.

Possibly.
Will attempt to re-install an addon to replicate the problem

Add-on has been re-installed, problem was with the extratitleupdate.xml file
