How can I make ELS lights brighter?

I am not sure if this is the right forum for this question, but I am wondering how I can make my lights brighter on my police cars. Alot of people use ENB but how do I install that? or is that not the right thing to use? Any help would be good, thanks!

ENB Installation : Place all the files from the ENB folder into your GTAIV's Directory .

Instead of possibly harming you computer. Go your GTA 4 directory. Then Common->Data. Find visualsettings.dat file. Then scroll down to "# Other emissive lights". The FIRST line is what you want to edit(car.defaultlight.emissive.on). The higher the number the brighter. The lower the less bright. 

Finnaly working !!! all problem was  my stupid :) I have Win7 and I must start GTA4 as Admin. That all !!! then my ELS mod is running perfectly. :)
