I uninstalled all my mods, reinstalled lspdfr but it just keeps happening...

Have you made any changes to the "police3" vehicle?
If not, you may need a clean installation of GTA V. If you have a clean backup of the game files, try installing LSPDFR into that and see what happens?
Judging by the logs, the issue is being caused by the "police3" vehicle. So if you have made any changes to it inside your "mods" folder, try renaming the folder to "_mods" this will disable the mods folder, and we can see if any changes caused the issue.

Renamed _mods still does this, and I don't recall changing the police3 vehicle

This seems very odd, I don't know what else you can try except install LSPDFR on a clean installation of GTA V.
