My RPH starts up and then it says "story mode loading in rage plugin hook" and it just loads forever then it gives me a little error. I get a little tag "ERR_SYS_FILELOAD" and it says corrupt game data. please reboot, reinstall the game or verify game data. I'm unsure on why it is crashing.

Rename your mods folder to _mods and verify your game files; just in case. 

You need help but aren't sure what you need to do / where you can get help?
