The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Currently Rage Plugin Hook is Down. However it should still work. Run Rage Plugin Hook as administrator, it should launch your game.
