The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I don't know why but everytime I enter lspdfr starts to rain and it does not change the weather until later. Before this when I was entering the game was sunny and stuff. Any ideas why is this keep happening?

    Maybe you saved with rainy weather. 
    Set it to a different weather via a trainer; save the game (not while on duty) and then you can enjoy the sun.
