How to fix this light bar?

the Tahoe lightbar doesn't work. (the one on the left). These vehicles were in a pack together and they have the same lightbar. the rest of the lights on it work fine. I don't think its an issue with the ELS file but it might be. I double checked that its the right ELS file and i tried using the ELS file from the explorer and it still did the same thing. they have all of the same lights. on the working vehicle the lightbar is white. on the one that's not working the lightbar is black like its tinted. this makes be think its some sort of texture issue. both the explorer and Tahoe have the same files for the light colors and all that and i tried replacing the tahos files with the explorers files and it didn't fix. Any ideas on how to fix this? I'm trying to replace the swat granger and there aren't many ELS suburban/Tahoe mods that i could use instead so i would like to use this one. any help is appreciated.

Looks like it has a tint on it.

Go into the vehicles.meta of said slot (mods/update/update.rpf/common/data/levels/gta5; if it's a replacement) and make sure the diffusetint looks like this:

   <diffuseTint value="0x00FFFFFF" />
