sirens randomly go mute until i restart game?

im having an issue in gta5 where the sirens mute after about 20 minutes of playing the game. The click sound in menus also goes mute. This started after i installed the ELS mod. I alos have replacement sound effects for the sirens but i dont think its related. Any ideas on how to fix this?

    It could be related to the sirens.
    Dees the same happen if you disable your mods folder. (Vanilla sirens)
