The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So recently after messing around with EUP and some vehicles (RCMP ones to be exact), I realized it wasn't the right "fit" for me. I proceeded to undo all the stuff I had done to the files and resorted back to base EUP, followed by some new vehicles. I know the vehicles aren't the problem. I relaunched the game and kept having crashing issues. I figured "Oh ok maybe I messed up EUP" as a plugin, and went back to fix it. Only plugins I got are EUP menu and LSPDFR (I can't remember if there should be another EUP plugin.). I loaded without plugins and it continues to crash. I don't see how this could be a memory problem as I've got a decent computer with solid memory and the game worked fine a few hours ago, prior to the fixing. I've even attempted to reinstall LSPDFR, reinstate backed up files and start from scratch. (probably a dumb move on my part). Here is the crash report.

Rage said it was out dated? I disabled direct x after updating and a few other attempts. Here's the crash report from then.RagePluginHook.log
