My fps is really bad for no reason Please help!

Hi , my fps just got broke in lspdfr and idk why in the town I get avg 25-30 fps and on sandy shores I get avg 40 fps
My config is : GTX 1650 4GB , Intel Core I5 9 gen , 16gb ram

Please guys help Its so bad to play with that fps

    What are your graphics settings? Do you have any graphics mods installed? How many/what plugins have you installed? I also suggest playing the game with Nvidia Overlay or MSI Afterburner to check GPU and CPU usage, as well as how much RAM is being used.

    So my usage is like cpu = 50% gpu = 0%-10% My graphics settings are normal-high , I have NaturalVision Remastered and Reshade = Redux Light
    I have like 4-5 plugins and 3 callouts and I dont have any 4k Vehicle installed . My ram usage is okay. 

    And I have this laptop like 1 year ago and before in normal GTA I has around 100 fps and now I have like 30-40 LIke I said .
    And I think I have this problem on all games I have , ex. CSGO : before : 230-250 fps and now : 100-140 fps on low settings and idk why I think low usage but idk.
    Reinstalling windows should fix my problem?
