i have everything downloaded and connected correctly but for some reason it wont let me use lspdfr on gta. am I missing a step to turn it on? please help

Can you detail your problem more please (it gives you error messages, this is the first time you install lspdfr)?

this is my first time downloading laspdfr. I followed the download video and instructions and I have all the proper software for lspdfr to work and i have everything connected to gta like it should be but when i go into steam and start up gta 5 there is nothing in the start menu that even hints to lspdfr and when I go into story mode and go to a police station nothing happens.

To play lspdfr you have to open Ragepluginhook and load the mod either within the game via the command line or through the Ragepluginhook screen (press the gray gear of the screen that appears) and locate Load Plugin at startup and indicate LSPD First Response and then save and start the game.
Also remember that you have completed at least the first two missions of GTA 5

I don't have a separate regepluginhook download. now it comes all together with the lspdfr download so there isn't a way for me to start it up that's kinda my main issue I think. I don't know if having it not working is because I'm playing through steam or if there is something I'm missing while loading in. When i get to the decision page of the gta load in where I can pick online or story mode there isn't a gear and I think that is where u were telling me to look? I've gone into the games settings and have looked for places to choose lspdfr and there is nothing. I uninstalled and deleted the lspdfr download and re downloaded it and completed all the correct steps and nothings has changed. I feel like I have explored all the options and I really think that its because I cant open the ragepluginhook separately but there is no way around that.

You have to make sure that you have copied and pasted into the root folder of GTA 5, all the files present in the manual installation. At this point remember that you need to install both LSPDFR and Ragepluginhook

You need to launch RAGEPluginHook.exe, which can be found in your game folder.

LSPDFR/RPH do not automatically appear in game.
