As you can see by the SS I have opened all the folders in the  vehicles folder. I copied them over and still have them in the main patchday24 folder. They still do not work in the game. I wanted to make sure I had them placed correctly before deleting the copies in the main folder.

I believe the path mentioned was GTAV/mods/update/x64/dlcpacks/patchday24/dlc.rpf/x64/levels/gta5/vehicles.rpf

and you put them in 

GTAV/mods/update/x64/dlcpacks/patchday24 vehicles

Replace vehicles

Rename your vehicle files to the slot you'd like to replace (i.e. "police3")

Drag and drop yft + ytd (some have hi infront of them - they are still ytf/ytd files) files into this path: GTAV/mods/update/x64/dlcpacks/patchday24/dlc.rpf/x64/levels/gta5/vehicles.rpf.

 

 If your vehicle is for ELS then make sure to install the XML files in pack_default

 

ELS

Open the zip Installtion files/Grand Theft Auto 

Drag and drop the  ELS.asi, ELS.ini, the ELS folder, and  AdvancedHookV.dll inside your main director

Controls for ELS can be found in DEFAULT CONTROLS (ELS-V).pdf within the documents fold

 

Note: ELS is just a tool and comes with a default police.xml you will need to install custom cars and place their xmls in ELS/pack_default folder for it to work.

 

 

When I followed the path you gave I get to the dlc.rpf n the patchday24 folder and it asks me what I wan to open it with. When I search GTAV for dlp.rpf I get around 50 instances.

Because you need to follow the path using OpenIV.

We don't know. It can take a couple days, to a couple weeks to a month.

On average it is usually a week.

Nobody will ever know until it is released.  Just do what everyone else does and periodically check his website.

Ok..I know I have alot of files with no attached xml file I need to delete...But I have the xmls in the pack default and the car mods in the correct folder. I feel like I'm almost there but thay just aren't loading yet. Any help appreciated.

First off, some have XML's, some don't. You are missing some.

Also, many of the vehicles such as SAHPCharger are not valid slots, and as such can't be installed as replace vehicles. (That is unless you create entries but besides the point.)
They need to be renamed in order to replace a slot.
