Ca you run GTA IV at all cause from what ive been told Intel HD graphics are low level.

That should be your hint right there. So to shorten things: You technically can't even run GTA IV period since you don't meet the minimum requirements. An ENB will only make things slower. So I'd advise against it. Or get a better computer, preferably not a laptop.
