The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I would like to suggest you add new uniforms for every department like LSSD and others. Also i suggest you add it in the new update because I'm having problems running other mods with LSPDFR Also idk how top get them to work lol.

You might want to suggest that to those who makes EUP uniforms, because LSPDFR will never include this besides what's already in the game 😉

These used to be available with 0.3b, when you got to choose the generic Officers. However, when they integrated the "Build Your Own Officer" system, it removed most of the jurisdictions and uniforms to make room or something, I cant quite remember. But yeah, like Kaos said, you are best off with EUP. It allows tons of options and you can even install your own uniforms!
