    I wanna say Nortons is quarantining your file. I wrestled with mine for about ten minutes until I was able to get OpenIV. Here's what I had to go through before I got it to work:

    Download

    Told it contained Suspicious.Cloud.2

    Downloaded again

    Added exception

    Executed

    Told it contained Suspicious.Cloud.2

    Downloaded once more

    Added exception

    Installed

    Told it contained Suspicious.Cloud.2

    Beat my head in with a heavy object after adding the umpteenth exception

    Ressurected myself and finally installed
