It looks like a handle with a steady red light on it, and it's put onto a hook inside the car pointing forward. You see it in some of Lundy's caprices I believe. I've seen it also in the Mega Pack for the 80s for GTA 5's LSPDFR, and somewhere I've seen a picture of it resting on the dashboard pointing downwards, but not once have I found what it's called.

You can see it being put up in 0:23 in this clip from "The Enforcer". 

And again at 0:50 briefly dangling about inside the car.

 

Does it even have a name?
