The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

LSPDFR plugin crashes on startup

I have no idea what is going on, the plugin did work once, but after I exited the game and loaded it back in, the plugin started to crash on start up for no discernable reason. Reloading with plugin hook command did not fix the issue. 
The game launches normally with and without plugin hook, only LSPDFR is crashing.

Log attached below, any help would be appreciated.

Try with disabled anti-virus.

I can just add an exception to it on my antivirus right?

Update: Tried with exception added and then anti virus off, no luck still. LSPDFR Plugin still crashes at launch

After adding the exception, you need to re-install RPH. Then restart your PC and give it another go.

I added the exception for the following items:

GTA V folder, RPH.exe, GTAV.exe, GTA V plugin folder and LSPDFR folder

I'm unsure if that is excessive, but it should work, yes?

Update:

Did all that + disabled anti virus + reinstalled RPH for both tries

Plugin still crash at startup

Fyi, you just needed the GTA V folder to be added. Try launching RPH as admin and see if that helps.

I did just that, still no luck
