Help with issue on rage hook

Every time I load it says I have slow systems or insufficient permissions I already excluded the folder/program file from my antivirus. I have a Intel(R) Core(TM) i7-9750H CPU @ 2.60GHz   2.60 GHz 6 cores, Ram- 32.0 GB (31.8 GB usable), and system type- 64-bit operating system, x64-based processor. I have spent quite bit of money on this computer. I would love it if someone could help me out

This might not be a problem of your computer. If you are using Epic version of GTA5 and you didn't load the game manually. This error will come out. So open GTA5 first, then open Rage plugin hook.(You don't need to wait GTA5 load into story mode, launch Ragepluginhook once you open GTA5.exe)
