Yes, its not an issue at all but a question: How to connect vehicles.meta if it all possible? 
Because I have the vehicles.meta for FBI2 car and vehicles.meta for my POLICE4 car just got replaced by vehicle.meta for FBI2. Vehicles.meta for police4 was responsible for the transparent glass, now it's gone.

They are all in the same META file?

Find the police4 entry in your vehicles.meta file, and change the diffuse tint value appropriately. 

All vehicles are in the same vehicles.meta. When Installing Cars you are meant to edit the metas not replace them.

Why my ELS stopped working (when I'm trying to turn on the lightning it isnt working), it is related to the new LSPDFR version?

When I'm clicking J button to change the style of the lights they don't shine but I can turn on a siren 😕

Do the lights turn on at all, on any light stage?

Looks random, but caused by Yobbin Callouts.

Try replicating the issue, then attach a new log.

Yes that is the install, and no, it won't.

It will only change files it replaces.

Not exactly, most should be fine.

But I would avoid anything older than the LSPDFR 0.4.6 API as a rule of thumb.
