HELP for a simple question

For most of you, this is probably an idiotic question but for someone new to gamming, I cannot find the answer to a simple question. 

When pulling a pedestrian vehicle over I see a msg pop up that states if pedestrian does not pull over hold the L with a circle around it. 

Here is the dumb question. What the hell is that? The L on the keyboard, the Left trigger key? It is driving me up the wall and I know the answer is so simple but cannot find it. Any help would be appreciated.

Do you play LCPDFR(GTA IV) or LSPDFR (GTA V) 
(Since you posted in the LCPDFR / GTA IV(4) support section)

 

And do you have a controller connected? (The L with a circle stands for Left Stick on the controller = "Horn" button in-game)
