I don't make texures anymore but if I did I would use paint still. I know it's not good program to use though.

Paint.net is a perfectly fine program to use... If you install the plugins.

I dont mean to be rude but YIKES, that skin...

Anyhow, you should definitely texture again, I am sure you could put some good things together now :D
