Rename your mods folder to _mods and try again.  If that fixes it, then there is an issue with your mods folder.  Ensure it's updated.  If it's already updated, then you need to figure out which of your mods broke it and remove it.  If you can't, then you need to start a new mods folder.

    If you don't have a mods folder, then it isn't a mods problem.. unless you installed mods in your normal GTA folder.  Verify your game files.  If you don't know how, you'll have to Google it for the platform you bought the game on.
