Download SparkIV or OpenIV or something else that opens .img files. Once you have done that and sucessfully installed the program, look for the componentpeds.img in the models folder of the GTA IV directory. Open it up, and scan for a police model you wanna change. This could be the fat cop, for example. Go ahead and search for cop if you want, or skip that and import the files you got in the file you download. If a thing comes up asking if you want to overwrite, click yes. Once this is done, rebuild the folder then save it and your done. (hopefully)

The files you downloaded will replace the original models, and if you want you can rename them to match another ped instead of the designated one.
