I installed everything correctly, but my els lights on my police vehicles no matter what vehicle it is, the light do not seem to work, code 1, 2, or 3. The siren works and the wigwag lights of my brake lights also work. Any solutions to this?

Did you install the requirments?

Yes, C:\Users\clead\Documents\Steam\steamapps\common\Grand Theft Auto V\ELS\pack_default

and placed the required .xml of the police vehicles. 

That isn't quite what I was meaning.

I advise you go to the download page and view the "requirements" section 🙂

Okay i installed script hook V, and it solved the lights issue. But now my sirens (sound) does not work.

You need to user 1,2,3,4,5 for sirens 🙂 

I use an xbox controller. default is left joystick. I even pressed the numbers and still no siren sound. 

I tried it on non els vehicles (default police vehicles in game) and sirens work just fine. 

Okay you were right, it is 12345 for sirens. But can I use the sirens on my xbox controller?

When using sirens, you have to enter stage 3 lighting. To do this press "J" 3 times.

Then click 1,2,3,4,5 and try again.

Do you mean in lspdfr.ini or els.ini?

Okay found it. How would I type the correct format of mapping out the keybindings for an xbox controller? Ex. Toggle = DpadUp or Dpad_Up?

They are:

A, B, X, and Y DPadUp, DPadDown, DPadLeft, DPadRight, LeftThumb, RightThumb, LeftShoulder, RightShoulder, Start, Back
