ELS Lights Not Working!

I installed everything correctly, but my els lights on my police vehicles no matter what vehicle it is, the light do not seem to work, code 1, 2, or 3. The siren works and the wigwag lights of my brake lights also work. Any solutions to this?

Yes, C:\Users\clead\Documents\Steam\steamapps\common\Grand Theft Auto V\ELS\pack_default

and placed the required .xml of the police vehicles.

I use an xbox controller. default is left joystick. I even pressed the numbers and still no siren sound. 

I tried it on non els vehicles (default police vehicles in game) and sirens work just fine. 

When using sirens, you have to enter stage 3 lighting. To do this press "J" 3 times.

Then click 1,2,3,4,5 and try again.

Okay found it. How would I type the correct format of mapping out the keybindings for an xbox controller? Ex. Toggle = DpadUp or Dpad_Up?

They are:

A, B, X, and Y DPadUp, DPadDown, DPadLeft, DPadRight, LeftThumb, RightThumb, LeftShoulder, RightShoulder, Start, Back
