Addon Vehicle HELP!!

I am quite proficient with modding GTA V but I am having the worst time getting addon vehicle packs to work on my new Desktop. I am following the same process and using the same plugins and mods as my Laptop which works flawlessly. 

 

My game will crash whenever I try to load any addon vehicle pack, even if it is only 1 car. 

 

I have the following installed:

Every other DLC mod I have installed in my mods folder works just fine (NVR & EUP). The only thing that causes the game to crash when starting is when I update my dlclist.xml to an addon vehicle. I have tried multiple different addon vehicle packs and the issue seems to be universal. 

 

I just don't understand why this seems to only be limited to addon vehicles and also only on this new computer, my laptop which is a tad bit less powerful works like a champ. Thanks in advance for any help you can provide.

The topic linked below seems somewhat closely related to mine. I can confirm that the only DLC's that load and don't crash the game are those installed through oiv and that anything I manually install and add to the dlclist.xml myself are what forces the game to crash.

I guess nobody has any suggestions? The issue seems to be isolated to any dlc packs I add manually to my mods folder. Could this be an issue with Open IV not packaging the archive properly?

Ya I advent gotten anywhere with my topic on this either. Best guess is it's got to be openIV bug.

I'll keep you in mind if I figure anything out, I'm still lost on this. I reinstalled everything from scratch on both my laptop and desktop side-by-side and repeating the exact same steps on each and only have issues with my desktop..

How do you install your addons?  Do you go through Lenny's Mod Loader or Albo's Modding DLC program?  I use Albo's Modding personally.  But the latest is LML that almost everyone uses.  I'm also on a desktop but all my addons work.  I don't know what the difference could be between your laptop and desktop.

I just use a blank DLC addon base folder.
