Where can I buy these games from someone told me walmart but what do I buy when I get there gta 4 lcpd or just the gta4 game. How will i be albe to get the gta lcpd to play and can I play this on a console like xbox and can the game be bought at an xbox game or is this only pc game.

This is a mod for the PC versions of GTA:IV and EFLC. Buy either one of those games for PC. Then, download the mod from this site (it's free), and run the installer.

You can get GTA IV on Steam or pretty much anywhere that sells PC games. It should be dirt cheap, probably around $10. The LCPD:FR mod is free.
