How do I write mods?

I'm a programmer. I'm familiar with C# and the .NET framework. Are there any good tutorial's out there for creating mods in GTAIV? I've imported some of the .dlls and have been playing with some stuff but nothing great.

Ultimately I want to write mods to work with LCPDFR to add a variety of calls and situations. I would also like to make it possible to complete calls using the chopper, directing police, fire and EMS from the chopper. Any suggestions on how I can get started would be greatly appreciated.

If you want to "direct" units....Play Emergency 4. I don't think it's even possible to "direct" units...I mean have them follow orders.

Try opening and reading simple scripts on gta4-mods.com. See how they do it. That might help. My bud' who happens to script as well, maybe you know him; Jochemd, tried it as well. Unfortunately gave up pretty soon.
