The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Just to let you know, these are all outdated as Albo has retired and stopped updating his mods. I suggest using StopThePed and Ultimate Backup as they have the same functionality as PoliceSmartRadio, Traffic Policer, and Arrest Manager.
