I think you are having an issue with your network. Make sure you disable any web filters, anti-virus, and firewall software. If that doesn't work, try reinstalling your game, if then this doesn't work, try using a VPN.

Try verifying your game files + rename your mods folder to _mods and see if the issuer persists

I did do that but now it doesnt show up in the OpenIV menu as it showed before will the custon replace car still work?

So your mods folder has vanished?

No it hasnt it just doesnt pop up like it should in OpenIv and i dont have my custon cars.

The mods folider when named _mods doesnt allow me to use EUP or any custon  (replace) cars. When i name it mods it crashes when i go on duty saying the error message i sent on my first post

Yes so renaming your mods folder to _mods disables it.

As the problem disappears when it is disabled, the issue is in your mods folder.

I deleted and re instaled my mods folider but my custom cars wont load in WHAT EVER I DO
