yes, those I mean

The Police console you see in his videos are just the standard unlocked console, he just added those lights to the console via zmodeler to give that realism effect. But just to clarify, that is kinksta's creation , the console with the lights that is.

To make sure, i mean the flashing speed of the lights, i want mine to go just as fast as in the video,

oh, well thats going to be determined by the computing power of your PC (CPU, GPU). To understand what I mean, just start searching for a detailed explanation of what ELS is.
