Here what I want you to do, Try to reinstall openiv (if you can) and then try adding the file again, if that does not work then It might actully be the file(s) you are trying to add!

That's an edit you'll want to do to your agency.xml

To add vehicles navigate through your agency.xml to the section you want to add the vehicle to, for example in the LSPD section you'll find lines like this:

<Vehicle>police</Vehicle>

<Vehicle>police2</Vehicle>

<Vehicle>police3</Vehicle>

Too add vehicles you'd just ad another line like one of those but instead of police or police2 you would add the vehicles spawn code.
If I wanted to add a tank it would look like this:

<Vehicle>police</Vehicle>

<Vehicle>police2</Vehicle>

<Vehicle>police3</Vehicle>

<Vehicle>Rhino</Vehicles>

You'll want to do this using an up to date gameconfig download of course, I'd recommend this one here. If you downloaded a different one you may get crashes https://www.gta5-mods.com/misc/gta-5-gameconfig-300-cars

Step 1: in OpenIV navigate to mods/update/update.rpf/common/data, in edit mode

Step 2: copy the gameconfig over, if you are using that one I sent use the stock traffic option
Step 3: once you've done that you're done

If you have dinput8.dll everything should work perfectly, if you don't you'll need that for the heap and packfile adjuster, it is found packaged with OpenIV
