The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

It is needed for game's own arresting scenes and better cop pursuing/reacting/neutralizing.ย (Arresting scenesย not much necessary.)

Unless you find a mod, I don't think this is some setting you canย change
