there is a command line file in your GTAV main directory, delete the contents inside of it but don't delete the actual txt file. also it seems you have a vehicle mod or model that is having issues. E:\GTA V\LSPD First Response\LSPD First Response\Engine\BaseComponent.cs:line 46

I also have a list of plugins that can cause issues:

Arrest Manager
Assorted Callouts

Police Smart Radio

Traffic Policer

Wilderness callouts

 

I'd recommend removing these, they are outdated. Since you already have StopThePed I assume you know Bejo's site, use those plugins instead

 

Callout Manager has caused me issues but its much less likely to be the cause of anything
