so also if you haven't tried this make sure you don't have force to DirectX 11 on in Rage settings

This is really a weird issue.

The game loads without RAGE and it doesn't load with RAGE.

Can you temporarily turn off your Firewall and Anitvirus and try again?

it works but then it works after i turn it back on

If you find it is still crashing try the following:

• Open the RAGE settings
• Set it to load no plugins on startup
• Then load your plugins ingame

It should be in GTAV/Plugins

 

Also have you make the GTAV directory an exception to your antivirus + Windows Defender?

The game is having some errors regarding to permissions which are typically caused by antivirus softwares
