The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I have no idea what this is, but I know it shouldn't happen. There are police officers standing around the Police Station, but sometimes they look like this.

I have seen this many times before, I don't know why it occurs because I've never had anyone tell me if my theory works.
Try checking your scripts that have any control over peds at all, I believe this could cause this but I don't know for sure yet.

@Mud EUP was the problem, I uninstalled it, and there where no strange peds. I probably had installed it incorrectly.

So this problem is solved, for me atleast.

I meant L&O... I have S&R and I have had no problems with it.

I see, L&O should have no problems like that, did you install EUP Configurations? That may fix it for you if you don't have it, I can't guarantee it will though.
You can also just play without it if you're fine with vanilla peds
