The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Based on the "details" you stated at the beginning - "SUPER LAGGY"

 

Does your PC capable of running GTA V at all? If not there might be issues because LSPDFR requires a lot of memory. 

 

Also make sure your GTA V, RPH, ScriptHookV, and LSPDFR and all updated.
