The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I have recently reinstalled LSPDFR and no longer have emergency lighting on any vehicle. ELS and non-ELS alike.  Headlights work and all files are current. Any suggestions would be appreciated

ELS is only compatible with those vehicles that are designed to use ELS lightings. 

 

OpenIV asi is for installing mods via OpenIV, I don't understand how that can relate to ELS lighting.

ELS uses an .asi script therefore if the issue was the asi loader in OPENIV, it would prevent it from working
